The Lingqiu Phoenix Mountain 49.5MW wind farm project has been approved by the Shanxi Provincial Development and Reform Commission, and the document number: Jinfa Gaixin Energy Development [2017] No. 536, and the construction funds are in place. Now has the tender conditions, (tender agency) by the Lingqi Construction Investment Hengguan Wind Energy Co., Ltd. (tenderer) commissioned by the project survey and design of open tender, choose the preferred bidder.

2. Project overview and scope of tender

2.1 Construction Site and Scale:

Construction site: Lingqiu Phoenix Mountain 49.5MW wind farm project is located in Liuke Township, Lingqiu County, Datong City, Shanxi Province. The geographical coordinates of the project are 113°53′ to 114°33′ east longitude and 39°31′ to 39°38′ north latitude. , altitude 1600m ~ 2000m.

Construction scale: The installed capacity of the project is 49.5 MW. One wind turbine generator set with a single unit capacity of 2000 kW has 24 sets of 1500 kW wind turbines, and one 50 MVA transformer has been built on the site. It is planned to connect to the 110 kV booster station of Nandian Ziliang (completed). Nandian Ziliang 110kV booster station #1 main transformer capacity is 50MVA. In order to meet the current wind farm dispatch requirements, it is necessary to expand the second main transformer (have reserved position), and the main transformer capacity is 50MVA. Send and share a phase 1 (built) 110kV line to connect Lingqiu 220kV substation into the power grid.

2.2 Division of Contracts and Bidding Content

The tender for the supervision is divided into 1 contract section, the specific contents are as follows:

Bidding content: According to the principles of “Small Owners, Large Supervisors” and “Four Controls, Two Managements, and One Coordination”, supervise the 49.5MW Fenghuang Mountain Phoenix Wind Farm Project (including the wind farm section and the booster station expansion section).

Scope of Bidding: The whole process of construction supervision, construction, delivery, completion and warranty of all projects within the scope of this project.

2.3 Project construction period: June 1st, 2018 - June 30th, 2019 (for reference only). The specific time of entry is based on the time of follow-up issued by the tenderer. The actual construction period will be adjusted according to the progress of the project.

Supervision service period: From the start of the project to 14 days after the completion of project acceptance, the defect liability period is one year after the completion of project acceptance.

3. Bidder qualification requirements:

3.1 The bidder shall be an independent legal entity registered in the People's Republic of China.

3.2 The bidder shall have the Grade A qualification of power engineering supervision or the comprehensive qualification of engineering supervision issued by the Ministry of Housing and Urban-Rural Development.

3.3 The bidder should have good bank credit and business reputation, not be ordered to suspend business, property taken over, frozen, bankrupted and reorganized; in the past 3 years, it has not been terminated in any contract or the reason for being a bidder. The contract; not involved in litigation and arbitration or administrative penalties, suspension of business rectification, or major quality accident due to bad behavior in the industry in the past three years.

3.4 From January 1, 2014 to the deadline for bids, the bidder had at least three wind power plant construction projects with a scale of 48 MW or above, including the civil construction, equipment installation, and commissioning. Reflect the contract signing date and scope of supervision.

3.5 The bidder should be familiar with the project supervision and approval of planning approval and start-up permit.

3.6 Director qualification: Engineer and above professional titles, national registered supervision engineer (electric power engineering), engaged in professional work for more than 8 years, supervision work for more than 5 years, and did not serve as director in other projects at the same time; electrical, civil engineering professional supervision Personnel must have engineer and above qualifications.

3.7 The Bidder shall not participate in the bidding at the same time as the subcontractors of other bidders; the legal representative of two or more companies shall be an associated company of the same natural person or a parent company with related relationship, a wholly-owned subsidiary and its holding company. Cannot participate in bidding at the same time.

3.8 This project does not accept consortium bids. This bidding does not allow subcontracting.

5. Acquisition of tender documents:

5.1 The bid applicants who are interested in participating in the project are requested to do so from 9:00 to 11:30 and 14:30 to 17:00 from December 14, 2017 to December 20, 2017 (except Beijing time, holidays, etc.).
