According to industry insiders, the financial subsidy method for LED lighting products will be modeled after the subsidy of energy-saving lamps, and the bidding will be selected by the manufacturer and the supply price. Only the products of the winning bidders are eligible to enjoy a certain degree of financial subsidy based on the bid price.
Subsidy targets may still be divided into two categories: large users and urban and rural residents. Among them, the subsidies for urban and rural residents will exceed the bulk of users. The person said that the subsidy is limited, and the total amount of subsidies is not as good as energy-saving lamps.
It is understood that the "Interim Measures for the Administration of Financial Subsidy Funds for Efficient Lighting Products Promotion" promulgated in 2008 stipulates that the supply prices of high-efficiency lighting products promotion enterprises and agreements are generated through bidding. The state implements unified bidding, and according to the results of the bidding, publicizes the bidding enterprise, high-efficiency lighting products and the price of the bid-winning agreement. Among them, for each high-efficiency lighting product of the large-scale users, the central government will subsidize 30% of the supply price of the winning bid agreement; for each high-efficiency lighting product of urban and rural residents, the central government will subsidize 50% of the supply price of the winning bid.
This person introduced that the financial subsidy program for LED lighting products began to seek advice from LED lighting products manufacturers in July-August. At present, the domestic LED lighting market is sluggish, and the industry hopes to introduce subsidy policies before the off-season of the first quarter of next year to boost the market.
The industry has basically reached a consensus on the introduction of subsidy policies before the end of the year and at the latest early next year, but the specific time for the introduction of the policy has not yet been determined.
Chen Yansheng, chairman of China Lighting Association, believes that the subsidy for LED lighting products will be a process of gradual development. Selecting the subsidy policy for LED lighting products at this moment will be more guiding for the industry. Relevant departments should gradually expand the scope of subsidies and subsidies according to the implementation effect of the subsidy policy.
Zhang Xiaofei, dean of the Higher Industrial Research Institute, suggested that before the introduction of the subsidy policy, which products should be encouraged, and what technical requirements for the products should be announced to the public so that the subsidies become more transparent. The scope of subsidies for LED lighting products should include LED downlights, spotlights and straight tube lamps. The brightness of the whole lamp should be above 80 lumens, which is more conducive to ensuring the overall quality of the product.
