Talking about the development of China's communication technology, Zhao Houlin said that China has not participated in standard setting for a long time. In the 2G GSM era, China did not participate at all, but accepted the standard in its entirety. By the end of the 1990s, China proposed 3G TD-SCDMA enters the ITU standard and is developed in China.

China's main 3G mobile communication standard eventually became one of the three 3G standards approved by ITU in 2000. “3G is China’s first proposed standard and extends to 4G on this basis,” said Zhao Houlin. “China’s 4G LTE standard has played a better role in international standards, not only in China, but also in other countries. The Davos annual meeting focused on the fourth industrial revolution in the past two years. This revolution is closely linked to information and communication technology, and the fundamental role of 5G is unquestionable. Zhao Houlin said that according to the current technical plan and assumptions, the transmission rate of 5G will be at least 10 times faster than that of 4G. For example, he said, intelligent driving needs to process a lot of data in real time to cope with the ever-changing road conditions. In the face of the massive data required by the Internet of Things, 4G can no longer meet the demand.

According to ITU's roadmap for developing 5G, they will begin to collect 5G technology solutions in 2017, and 5G standardization work will be completed no later than 2020.

Zhao Houlin revealed that the current 5G R&D competition in the world is accelerating. Although it has just entered 2017, “but now the program has come out, ITU is evaluating and concentrating on the program. The final technical parameters are finalized in 2019. year".
