Combating piracy and counterfeiting into government performance assessment

The “Opinions of the State Council on Further Combating Infringement of Intellectual Property Rights and the Production and Sales of Counterfeit and Inferior Goods” promulgated by the Chinese Government Network on the 20th proposed that the work of cracking down on infringement and counterfeiting be included in the government performance appraisal system.

The "Opinions" pointed out that the Party Central Committee and the State Council attach great importance to the protection of intellectual property rights and the fight against the manufacture and sale of counterfeit and shoddy goods. In recent years, it has adopted a series of policy measures to promote the continuous improvement of China's intellectual property protection and product quality and safety.

In order to further improve related work and establish a sound long-term mechanism, the Opinions point out that crackdowns, counterfeiting, and shoddy behaviors should be severely cracked down according to law. All localities and relevant departments should focus on outstanding issues in the fields of food, medicine, cosmetics, agricultural resources, building materials, electrical and mechanical, auto parts, and copyrights, trademarks, and patents, and effectively increase administrative enforcement to further strengthen criminal justice. We will crack down on the effective link between administrative law enforcement and criminal justice, and establish cross-regional cross-sector law enforcement coordination mechanisms.

The "opinions" pointed out that we must establish and improve the restraining and incentive mechanisms for cracking down on infringement and counterfeiting. Improve the supervision and evaluation system. The fight against infringement and counterfeit work should be included in the government performance appraisal system, and it should be promoted into the scope of comprehensive management of social security inspections, and supervision and inspection should be carried out step by step; and the construction of a credit system should be accelerated. The "Opinions" also pointed out that we must mobilize social forces to participate in combating infringement and counterfeiting. Give full play to the role of social supervision and increase publicity and education.
