On July 10-15, 2011, the 27th General Assembly of the International Commission on Illumination was held in Sun City, South Africa. The CIE congress is held every four years. The last congress was held in Beijing in July 2007. More than 400 delegates from five continents attended the conference. Thirty delegates from mainland China attended the meeting, and about ten representatives from Taiwan attended the event, mainly from the Taiwan Industrial Technology Research Institute. The conference authors from 29 countries submitted more than 100 papers covering the seven divisions of CIE. The author of China submitted 13 papers, of which 3 were selected as oral presentations, and the remaining 10 were posted posters and communicated on site. Taiwan representatives introduced two papers at the meeting.
On July 10, the CIE Executive Committee (CIE GENERAL ASSEMBLY MEETING) was held as scheduled. The chairman of the Board of Directors of the Chinese Society of Illumination Wang Jintao (member of the Executive Committee) commissioned Professor Cui Yiping to attend the meeting as a formal representative. Xu Huai and Liu Shiping attended the meeting as informal representatives. For the first time, representatives of Taiwan participated in the GA meeting as qualified members and did not have the right to vote.
After a brief opening ceremony, the meeting first adopted the minutes of the last CIE GA mid-term meeting held in Budapest, Hungary, on May 26, 2009, followed by the chairperson, treasurer, vice-chairman, and secretary-general, respectively. The work was reported. The meeting adopted the venue and time of the next CIE mid-term meeting and decided to hold it in Paris, France, April 12-19, 2013. France is the birthplace of CIE. It coincides with the 100th anniversary of the establishment of the CIE, which will be held on 15-16th. The theme of the lecture was: Toward a New Century of Lights.
The UK representative sent an invitation at the meeting and suggested that the 28th CIE Conference be held in Manchester, UK from June 28th to July 3rd, 2015. At the meeting, the city’s urban construction and conference hardware and software facilities were introduced. The representatives of participating countries unanimously agreed to accept the British invitation and decided to hold the next General Assembly in the United Kingdom.
Finally, this year's CIE chairperson announced the list of awards nominated by the National Committees and approved by the CIE BA and issued award certificates. The three experts nominated by Zhao Jianping, Wang Meng and Xu Changsheng in our country have received the award certificate signed by the CIE chairman to recognize their contributions to the International Lighting Committee and the lighting industry in various countries. Prof. Cui Yiping, recommended by China, was elected as the vice chairman of the new CIE and attended the new CIE Board meeting held on the 16th.
The five-day conference was rich in content and very compact. Each morning, an invitation report is issued, and then the conference reports are divided into three branch venues. In the afternoon, technical conferences, TC conferences, and six seminars are held in rotation in each of the seven divisions to conduct detailed discussions on technical topics in their respective fields.
