After a period of publicity, the enthusiasm of the people to build their own home photovoltaic power stations was ignited. The relevant person in charge of the Provincial Energy Bureau told the reporter that the data collected and reported in various regions are still under statistics. However, there are also a few dozen households in each district and city.

In accordance with the implementation plan of the Provincial Energy Bureau, the first-phase demonstration project will build 1,000 to 2,000 households with a total installed capacity of 3 to 6 megawatts, and strive to build 10,000 households within three years. As a result, there are fears that there will be more cases of shortages.

Only clear roof rights can report most residents missed

According to the work flow, Wu Zhihong needs to conduct an on-site inspection of each external construction condition such as the location of the proposed power station, bearing capacity of the building, and power grid access. “Many of the proposed construction sites are mostly located in suburban areas and are single-family villas or residential compound buildings.” Since the rooftops of commodity housing estates are publicly owned, it is difficult to meet the requirements. This reporter learned that because the property rights are not clear, it is easy to cause disputes. At present, local governments generally do not accept applications for the construction of ordinary commercial roof photovoltaic power stations.

It is clear from the operating rules of the 10,000-kilowatt roof photovoltaic power generation demonstration project in our province that residents must promise to declare that the roof photovoltaic power station content is true and reliable, and the roof property rights are clear, and the conditions for installing photovoltaic power stations are available. Moreover, the individual application project adopts an individual self-construction model and is limited to the construction of photovoltaic power generation facilities on the roof of all applicants' own owned property ownership. The application conditions include the clear property rights of the building, the capacity of the roof to meet the requirements, and the acceptance conditions of the power grid.
